Reloaders, a fairly exclusive subset of gun enthusiasts, are not immune to these turbulent times. If you look at any type of reloading parts (brass, bullets, powder, and primer), you'll be hard-pressed to find anything in stock at those prices, and even then that sounds like overpriced stuff. Something empty from the shelves? Primers are impossible to find except for opportunistic scalpers who sell them online for four times their normal price. So where did all the primers go?
Depending on your market, primers are usually off the shelves as soon as they arrive. Personally, I try to make it a regular habit to buy a case (1000 primers) or two trays at any given time. I happened upon a store that carries them. It used to set you back about forty or fifty dollars, depending on how much the particular store charged. Typically, you'll pay about 3 cents per primer.

In my experience, reloaders expect even subtle changes in the market to affect their hobby. That is why you will usually find that many reloaders tend to do what I do and make regular large purchases of parts (for me 10,000 at a time). The threat of any kind of supply shortage usually prompts me to buy more than usual to get through any crap.

Others see such a situation and begin saving their savings in hopes of reaping huge profits by reselling primers once the supply dries up. There is nothing wrong with this law, or perhaps morally wrong, but it angers many people. That said, I don't think primer hoarders or scalpers are the main reason why all primers are gone. I believe that the above combination of factors causing high demand has more to do with the ongoing disruption in the supply chain that primers are creating.
The first factor to reveal is the fact that there are currently only four companies making primers for civilian use and with the increased restrictions on businesses due to covid there is a whole country of reloaders trying to take primers. , the industry struggled to keep up with out-of-control demand.
